Tools that would look different without OTF

The clearest way to describe OTF's accomplishments is to name the tools that would look different, or not exist at all, without its grants. Tor would still exist, but its anti-censorship transports and localization work would be years behind. Signal would still exist, but several of its independent security audits would not have happened on the schedule they did. Let's Encrypt would exist, but its early years of certificate infrastructure work were partly funded through this pipeline. Delta Chat, Psiphon, and Certbot have similar stories.

Some smaller projects would simply not have shipped. A few tools that were essential to the Arab Spring and later to the Iranian protest waves came out of small, focused OTF grants that no venture-backed company would have written. Those small grants add up to a meaningful share of the anti-censorship toolkit as it stands today.

Rapid response when the worst happens

The Rapid Response Fund is not glamorous, and that is the point. When an activist's laptop turns up with spyware on it, when a small NGO's website is suddenly targeted for takedown, when a border stop turns into a device seizure, someone has to move in days rather than months. The Rapid Response Fund pays for:

  • Emergency forensic work on infected devices.
  • Fast hosting migration when a group is knocked offline.
  • Short legal consultations after arrests or device seizures.
  • Secure travel logistics for people who have to leave a country.

The exact numbers are not public for good reasons. What is public is the shape: hundreds of small emergency grants over the years, delivered fast enough to matter.

Fellows who now train the next generation

The Information Controls Fellowship has funded independent researchers who study how censorship and surveillance systems actually behave. Their work has produced measurement papers cited across academic security research. Some of those fellows now run their own labs. Others have joined tool projects directly. A fellowship that lasts a year can shape a career that lasts decades, which is why the fellowship program is one of the most durable investments the whole pipeline makes.

The alumni network of the fellowship is itself an accomplishment. Former fellows collaborate on measurement papers, review each other's grant proposals, and quietly mentor newer researchers. Very few academic programs in this field carry that kind of continuity, and none of the private ones publish their alumni lists.

Localizations that reach real users

The Localization Lab, which OTF supports, has translated internet-freedom tools into dozens of languages. That work is invisible if your first language is English. It is the difference between a tool being technically available and a tool being practically usable if your first language is Farsi, Amharic, or Uyghur.

The Localization Lab keeps a public list of the languages each supported tool ships in. The gaps in that list are also part of the work โ€” every new language is a longer-tail improvement that no private vendor would ever pay for on its own. Some translations are done by paid contractors; many come from volunteer translators who have used the tools themselves and want them to work for their own communities.

Why OTF's accomplishments matter beyond OTF

The reason OTF's accomplishments keep coming up in policy discussions is that they are transferable. The specific structure โ€” open calls, outside reviewers, open source, published audits โ€” can be adopted by any funder anywhere. The measurable outcomes โ€” audited tools, rapid emergency support, trained researchers, real-world translations โ€” are the same outcomes any well-designed public-interest funder should be able to produce.

That transferability is why other governments and foundations have quietly copied parts of the OTF playbook for their own security-tool programs. That is what makes the Open Technology Fund's accomplishments important beyond OTF itself: they are proof that a transparent, open funding model actually works.
